As a financially independent person/retiree one can obtain non-immigrant residence status on the basis of a time deposit with the Banco Nacional de Panama (National Bank of Panama), for a minimum period of five years, which must generate a monthly interest of not less than US$ 750. Under the Retiree Residence Programme, a Panamanian non-citizens passport can be obtained right away by the person obtaining such residence status. Although this residence status does never lead to citizenship and the passport issued on this basis is clearly a non-citizens passport, it may nevertheless be a very attractive option for someone who wishes to reside in Panama and/or simply wishes to obtain an alternative travel document immediately. Furthermore, there exists a residence permit category (the Pensionado Residence Programme) for foreigners who receive a life pension of at least US$ 500 per month.
Panamanian Citizenship Panamanian citizenship may be applied for by all foreigners who have been conferred immigrant status, after a period of five years following the date of approval of the Immigrant Visa (“Provisional Resident Permit”). For immigrants married to Panamanians or with Panamanian children, this period is reduced to three years. Immigrants from countries
which grant to Panamanians the right to naturalization within a period
of time shorter than those mentioned above, may in reciprocity, benefit
of the same period of time.
